What in the heck is this yellow "stuff" on this shack?

It looks like spray foam insulation. I had to peel stuff just like that off the inside of my horse trailer roof when we bought it.
I think it's that "expando" foam insulation stuff. It tends to yellow like that in the sun.

At first, I thought it was some kind of fungus or rust but then I decided it must be foam insulation. But why? It makes me think of a meth house but I think it's government judging by the fencing and antennae stuff. Whatever, it's located in a very remote location. Strange, isn't it?
